Commercial LED Lighting Retrofit: How It Works & What to Expect
Updated: Sep 30, 2026
Guide to commercial LED lighting retrofits for Twin Cities property owners, covering retrofit types, 2026 cost ranges, cost drivers, Xcel Energy and CEE rebate programs, and MN permit rules.
If your building still runs on fluorescent or metal halide lighting, you already know the drill: flickering tubes, ballasts that hum before they die, and a lighting bill that keeps creeping up. A commercial LED lighting retrofit fixes all three, and in the Twin Cities, most projects pay for themselves within two to four years once Minnesota utility rebates are applied.
We’ll walk you through what a retrofit actually involves, what it costs, and how to make sure the job is done right the first time, by an electrician who knows the local codes. That's exactly what Loch Monster Electric handles: we're licensed in Minnesota and Wisconsin, and we manage commercial projects like LED lighting retrofits across the Twin Cities Metro.

What a Commercial LED Lighting Retrofit Actually Is
A commercial LED lighting retrofit means swapping out the old, energy-hungry lighting fixtures for new LED technology. It's different from a full electrical rewire. In most retrofits, your existing wiring, conduit, and fixture mounts stay in place, while only the lighting components change.
Types of LED Lighting Retrofits
There are three common ways to go about this, and knowing which one fits your building helps you budget accurately.
- Lamp-only replacement. This is the simplest option. You swap old fluorescent tubes for LED tubes that fit into the existing fixture and ballast. It costs the least upfront, but it won't get you the full energy savings a bigger upgrade delivers.
- Retrofit kit (ballast bypass). Here, an electrician removes the old ballast and wires the fixture to run LED tubes directly off line voltage. This costs more in labor than a lamp swap, but it stops ballast failures for good and squeezes out more energy savings in the long run.
- Full fixture replacement. The old housing comes out completely, and a new LED fixture goes in. This costs the most per fixture, but it delivers the biggest jump in light quality, energy savings, and lifespan. For buildings with aging or damaged fixture housings, this is usually the better long-term move.
Most Twin Cities commercial properties end up using a mix of these approaches, depending on the condition and age of each area's fixtures.

Why Twin Cities Commercial Properties Should Retrofit Now
A few reasons why an LED retrofit isn't a project worth putting off:
- Minnesota's fluorescent lamp ban: As of January 1, 2026, Minnesota no longer allows the sale of pin-base linear fluorescent lamps. This includes the T5, T8, and T12 tubes found in most commercial buildings. A 2025 ban already covered screw and bayonet-based CFLs. You can still use the fluorescent lamps you have until they burn out. But once stores run out of stock, you'll need LED replacements anyway.
- Rising energy costs: LED fixtures use a lot less electricity than fluorescent or metal halide lighting. That savings shows up directly on your monthly utility bill.
- Fewer maintenance calls: LED fixtures last much longer than fluorescent tubes and ballasts. That means fewer service calls and less disruption for tenants or staff.
- Better light quality: LEDs turn on instantly at full brightness, with no flicker. That matters in retail spaces, offices, and parking areas alike.
- Rebates won't last forever: Utility rebate amounts change from year to year. Locking in current rebates now protects your upfront savings.
Typical LED Retrofit Costs for Twin Cities Commercial Properties in 2026
Every building is different, but here's what typically makes up the cost of a visit:
Item | Estimated Cost |
LED Retrofit/Conversion
| $480–$700 |
Important Note: Any additional fixtures or out-of-scope work handled during the same visit are billed strictly at standard time and materials, with no extra visit fees. Bigger projects require a custom quote based on scope and fixture count.
A downtown Minneapolis office tower and a single-story warehouse in Eagan will land in very different places, which is why a walkthrough matters more than a ballpark number. Check our LED retrofit services to learn more.
What Drives Your Retrofit Cost Up or Down in Minnesota
A few local factors can drive up the price:
- Existing wiring condition. Older buildings in cities like St. Paul or Minneapolis sometimes need small wiring updates before new fixtures go in. That adds labor time.
- Ceiling height and access. High-bay warehouse fixtures and parking garage lights often need lifts or scaffolding to reach. That adds to the labor bill.
- Dimming and controls integration. Adding occupancy sensors or daylight sensors costs more upfront in hardware and setup. But it can unlock bigger utility rebates and a faster payback.
- Supply-chain lead times. Specialty or non-standard fixtures often have longer, less predictable wait times from the manufacturer. Scheduling ahead helps you avoid delays and the added cost of rush shipping.

Xcel Energy and Minnesota Utility Rebate Programs That Cut Your Upfront Cost
Most Twin Cities commercial properties are served by Xcel Energy for electricity, and Xcel offers real money toward LED upgrades.
Xcel Energy Business Lighting Rebates
Xcel’s rebate program pays standard rebates on qualifying LED tubes, fixtures, and retrofit kits year-round.
- The rebates are structured on a per-unit basis (per fixture, per lamp, or per control watt).
- The program is open to any Xcel commercial electric customer in Minnesota.
- Xcel is currently running bonus rebates on top of standard amounts:
- Up to 25% more on interior and exterior lighting.
- 100% on LED tubes, and an extra 50% on screw-in lamps.
- A separate 25% bonus applies to LED-to-LED upgrades.
- Invoices dated through October 30, 2026 qualify for the rebate, and applications must be submitted by December 4, 2026.
CEE One-Stop Efficiency Shop
This program is run by the Center for Energy and Environment on Xcel's behalf. In addition to the rebate, you can also get help with contractors and rebate paperwork, all at no cost.
- Open to Xcel commercial electric customers with a peak demand of 400 kW or less.
- Includes a free lighting assessment, with rebates covering up to 75% of your project cost.
- Currently offering a bonus rebate of 25% to 50% more on qualifying LED products, which increases your per-unit rebate rate (Your total rebate still can't exceed the 75% project cost cap).
- Equipment must be purchased and installed between January 1 and October 31, 2026, with invoices submitted by November 13, 2026.
- Bonus funds are limited and given out on a first-come, first-served basis.
City and Local Grant Programs
Several Twin Cities cities offer grants that stack on top of utility rebates. Most of these are available on a first-come, first-served basis, so it's worth applying early in the year.
- Minneapolis Green Cost Share: 20–40% of eligible costs, up to $20,000.
- Bloomington: 20% of costs, up to $2,500. Projects must be completed by October 30, 2026 to qualify.
- Richfield: 20% of costs, up to $2,500.
- Edina: 100% utility rebate match, up to $2,500.
- St. Louis Park: 50–75% utility rebate match, up to $3,500.
MN Electrical Code and Permit Requirements for Commercial LED Projects
Whether your retrofit needs a permit comes down to the scope of your LED retrofit project.
When You Don't Need a Permit for LED Retrofitting
A straight lamp-for-lamp swap, where you're just installing new LED tubes into existing fixtures with no wiring changes, generally doesn't require a permit under the Minnesota State Electrical Code.
When You Need a Permit for LED Retrofitting
- Modifying circuits.
- Changing fixture types.
- Adding new controls.
- Anything beyond a like-for-like swap.
When a permit is required, it also involves an inspection.
How the Permit Process Works
In Minneapolis, St. Paul, and most suburban jurisdictions across the metro, the process works the same way. Your electrician pulls the permit, schedules the inspection, and the inspector signs off before the LED retrofit job is considered closed out.
Skipping this step when it's required can create real liability for a building owner, especially if the building is ever sold or inspected for insurance purposes. Working with a licensed Minnesota electrician means this gets handled properly.

Frequently Asked Questions
Most commercial projects in the Twin Cities deliver a full return on investment in two to four years. The savings come from lower energy bills and less maintenance. Utility rebates can speed that up even more.
A retrofit kit replaces the parts inside an existing fixture, while the housing stays the same. A full fixture replacement swaps out the whole unit. Retrofit kits cost less upfront, but full replacements usually save more and last longer.
Trained maintenance staff can sometimes do simple lamp swaps that don’t require wiring changes. Anything with a ballast bypass, rewiring, or new circuits needs a licensed Minnesota electrician.
LEDs perform well in cold weather. Where fluorescent lamps dim and start slowly when it's cold, LEDs turn on right away at full brightness, no matter the temperature. This makes a big difference, making LED lighting ideal for parking lots and outdoor fixtures through a Minnesota winter.
