Xcel Energy's Panel Upgrade Rebate
For most Twin Cities homeowners, Xcel Energy is the first stop. They offer up to $1,500 toward an electrical panel upgrade. This covers increasing your panel's amperage from 100 amps to 200 amps that many older Minneapolis and St. Paul homes need.
Eligibility Criteria for Xcel Energy Rebates 2026
- You must have Xcel Energy residential electric service.
- A licensed, certified electrician has to do the work. This isn't a DIY project.
- Your property must be a single-family home, duplex, or four-plex. Larger multifamily buildings don't qualify.
- Your panel's amperage must actually go up. Repairing or replacing a panel at the same capacity doesn't count.
How to Do the Xcel Rebate Application
You can apply once your installation is done. Xcel won't accept applications before the work is finished.

The City of Minneapolis Bonus Rebate for Panel Upgrades
The Center for Energy and Environment (CEE) runs a bonus rebate for Minneapolis residents. This is for homeowners who pair their panel upgrade with a qualifying heat pump or heat pump water heater. If your home is in the City of Minneapolis, you can stack this bonus on top of Xcel's $1,500 utility rebate.
Minneapolis residents can get a city bonus of up to $3,000 if their home sits in a designated Green Zone. Homes outside a Green Zone can get up to $800.
Eligibility Criteria for the Bonus Rebate
- Your property must be a 1–4 unit, owner-occupied or absentee-owned home in Minneapolis. Condos, twin-homes, and properties held in a trust qualify too. Co-ops, manufactured homes, and new construction do not.
- The panel upgrade must be paired with a qualifying air-source heat pump (ASHP) or heat pump water heater (HPWH) project. This ASHP or HPWH project also needs to qualify for a rebate from CenterPoint Energy or Xcel Energy.
- The bonus rebate plus your utility rebate can't add up to more than what you actually spent on the project. You can also only get one bonus rebate per project, though you can apply for separate rebates on separate projects (like a panel upgrade one year and insulation the next).
- A contractor licensed or registered with the MN Department of Labor and Industry must do the work, and it must be finished before you apply.
- You can't already be enrolled in the Low-Income Rental Efficiency Program.
- You can't have received a past energy efficiency grant, loan, or rebate for this same project.
- The rebate check is paid to the property owner, not a tenant or contractor.
- Funds go out first-come, first-served for projects completed after December 15, 2025. So don't sit on your paperwork.

How to Apply for the Bonus Rebate
Step 1: Gather your documents. You'll need a paid, itemized invoice from your electrician and a copy of valid ID.
Step 2: Fill out the online application through CEE's Minneapolis bonus rebate portal.
Step 3: Fill out the supplemental City of Minneapolis form too, and submit it along with your invoice and ID. Both forms are required since the online application alone won't get your rebate processed.
Your application isn't considered complete until CEE receives all the required paperwork, so make sure to double-check everything before you submit.

Otter Tail Power Rebates for Rural and Greater Minnesota
Does your property fall outside the Xcel Energy or CenterPoint service area? Maybe you're out toward Fergus Falls or another Otter Tail Power community like Alexandria or Crookston. If so, that utility has its own panel incentive.
You can get up to $2,000 toward a panel upgrade, depending on which load control programs you connect it to.
Eligibility Criteria for the Otter Tail Rebate
- You must have Otter Tail Power residential electric services.
- Your panel upgrade must connect to an approved load control program.
- For up to $1,000: Direct load control programs like CoolSavings, EVantage, or the electric water heating bill credit.
- For up to $2,000: Off-peak service through a program like Dual Fuel, thermal storage, Residential Demand Control, electric water heating, or EV charging.
- The rebate covers your panel, wiring, conduit, breakers, meter sockets, relays, and the labor to install them.
- You'll need itemized invoices to apply.
Important note: This program works differently than Xcel's flat rebate. So check the current Otter Tail Power rebate form on their website before assuming your project qualifies for this rebate.
How to Apply for the Otter Tail Rebate
Step 1: Fill out the rebate application form.
Step 2: Gather your documents. You'll need your Otter Tail Power Company account number (found on your electric bill), your receipt or invoice, all required equipment information, and your signature.

The Minnesota State Grant for Panel Upgrades
The Residential Electrical Panel Upgrade Grant Program to be introduced by the state of Minnesota is expected to offer up to $3,000 toward a panel upgrade. It's part of a bigger plan called ‘Save Energy Minnesota’, which also includes the federal HEAR and HOMES rebate programs.
As of this writing, this state program has not launched. It's still waiting on approval from the U.S. Department of Energy, and there's no set launch date yet.
What We Know So Far
- The grant will likely be based on income. If your household income is under 80% of your area's median income, you could get up to $3,000. If it's between 80% and 150%, you could get up to $2,000.
- Only single-family and multifamily building owners at or below 150% of the area median income will qualify. You'll be able to check your county's income limit once the state publishes it for the program year.
- Eligible upgrades include boosting your panel to 200 amps or more, upgrading it so your home can run entirely on electricity, or installing a smart panel.
- A contractor from the state's approved list will need to do the work. That list hasn't been released yet.
